This is a pre-painted kit of Father Christmas, an essential part of a fun Christmas scene. Unpainted is here
This model is based on the image of Father Christmas riding on a reindeer sleigh, but since each part is separate, you can cut off the lower half of Santa's body (!). It's also possible to cut off the lower part of Santa's body (!) and make a scene where only his upper body comes out of the chimney.
Simply separate Santa and his reindeer from the runners (frame) and glue Santa to the seat of the sleigh.
