The teahouse, floating in midair and away from the mundane world, was designed to resemble a "whale cloud". There are not only one route, but several options, from "landing" on the building to ascending the stairs to reach the topmost "tea room. The "whale cloud" is said to be a symbol of good fortune, bringing happiness to those who see it.
As in previous works of art, the building is surrounded by water. It represents the fact that coastal cities and islands around the world are in danger of being submerged as sea level rise due to global environmental warming becomes a reality.
