This is a reproduction of an Edo-period water pumping system.
Mr. Tagosaku drawing water into the rice field in early spring when the water is still cold. The foot-operated waterwheel was the latest in its time! Kamekichi, the turtle, crawled out of hibernation on the dragon bone wheel.
